For the current to flow,there must be a complete or continuous circuit.The circuit in the image is not complete because of "open switch".By closing the switch the bulb will glow.

because,switch is off so the bulb is not glowing
and circuit is open and in your circuit battery doesn't have negative(-) point wait drawing a new circuit,,,,,,,hope it helps (怒)
