Let 2 X -3 = 0 then, x = 3/2

Putting value of x in given equation, if it becomes constant, then 2x - 3 is it's factor.

 =  > 2 { (\frac{3}{2}) }^{4}  -  {( \frac{3}{2} )}^{3}  - 3 \times  {( \frac{3}{2} )}^{2}  + 2 \times  \frac{3}{2}  + 3

 =  >  \frac{81}{8}  -  \frac{27}{8}  -  \frac{27}{4}  + 6

 =  >  \frac{81 - 27 - 54 + 48}{8}

 =  >  \frac{129 - 81}{8}

 =  >   \frac{48}{8}  = 6

Hence, it is a factor.
