When  a  low  pressure area  is  surrounded  by  a  high  pressure  area  ,  a  cyclone  develops......

Anonymous: It is a tropical storm with winds blowing in large spiral around a relatively calm center known as 'eye'. It is formed over warm water. The eye can extend up to 50 Km and the hurricane may extend outward by hundreds of kilometer. Cyclones last from several hours to more than 2 weeks over open waters

the term cyclone is associated with the circulatory winds in the lower parts of the atmosphere . a cyclone develops when a low pressure area is surrounded by high pressure. thus, the wind blow towards the centre at a very high speed and are distructive in nature.
