There is no rise in the level of water because the KOH [Potassium Hydroxide] solution is not kept inside the conical flask. The KOH solution creates a vaccum, resulting in rise of level of water but because KOH solution is not present so there is no vaccum inside the conical flask.

koh absorb co2 and if it is placed co2 is absorbed here koh is not used hence there is still co2 in conical flask

if there will no air how water will rise
Pick up your Science lab manual or search it from net. Vaccum is needed inside the flask.
