Let the side of the smaller square be 'x'm
So ,it's perimeter = 4x
Now,
∵ The difference between the perimeter of the two squares is 64 m
THEN , THE perimeter of the larger square = 4x + 64

Now,
Perimeter of a square = 4 * side
SO, the length of the side of the bigger square = Perimeter / 4
Length of the side of the bigger square = 4x + 64
= x + 16 m

So, now we have got the length of side of both  the squares
Side of smaller square = x 
Side of bigger square = x + 16 

Area of the square = length of side²
Now,
 According to the given condition ---

Sum of area of the two square = 640

x² + ( x + 16 )² = 640
x² + x² + 32x + 256 = 640
2x² + 32x = 640 - 256
2x² + 32x - 384 = 0
x² + 16x - 192 = 0
x² + 24x - 8x - 192 = 0
∴ x ( x + 24 ) - 8 ( x + 24 ) = 0
∴ ( x - 8 ) ( x + 24 ) = 0
 x = 8 or x = -24
Now, the length cannot be negative so 
x = length of side of smaller square = 8 m
Length of side of bigger square = x + 16 = 8 + 16 = 24 m
