if tertiary butyl carbocation is given it will definitely be more stable than allylic carbocation due to inductive effect and 9 hyperconjugative H which is predominant over resonance effect of allylic group. But in other cases allylic carbocation is more stable due to the dominance of resonance over hyperconjugation.
