because the majority share of GDP is from territory sector

No,do not agree to this statement. Tertiary sector is very important on the account of the following reasons

In any country, services,like hospital, education institutions,police station,courts,defence,transport,bank,etc.are required. These can be considered basic services and the government has to take responsibilities for the provision of these services

The development of agriculture and industry lead to the development of services such as transport , trade , storage,etc. Greater the development of primary and secondary sector ,more would be the demand for such services

As income level rise certain sections of people start demanding many more services like tourism, shopping, private schools and hospitals

Over the past decade, certain new service such as those based on information and communication, technology have become important and essential. The production of these services has been rising rapidly
