Well the answer is simple, if you know how to divide and multiply,

Follow these steps, you will find your answer :)

=  {(0.5)}^{3-2x}

=  {\dfrac{5}{10}}^{3-2x}

=  {\dfrac{1}{2}}^{3-2x}

=  {(2)}^{-(3-2x)}

=  {(2)}^{-3+2x}

So yeah, That's how it is done.
