Hey Mate!!

 \frac{2y + 3}{y - 9}  =  \frac{2}{7}  \\  =  > 7(2y + 3) = 2(y - 9) \\  =  > 14y + 21 = 2y - 18 \\  =  > 14y - 2y =  - 21 - 18 \\  =  > 12y =  - 39 \\  =  > y =  \frac{ - 39}{12}

2y+3/y-9=2/7

2y-18=14y+21
