here you go:

3 \div 2(x - 4) = 1 \div 4(3x + 1)

3 \div 2x - 8 = 1 \div 12x + 4

now,cross multiply :

3(12x + 4) = 1(2x - 8)

36x + 12 = 2x - 8

34x =  - 20

x =  - 10 \div 17

hence,this is required answer!
