 {4}^{ - 2}  \times  {4}^{ - 7}  =  {2}^{4x + 2}

( { {2}^{2} })^{ - 2 }  \times ( { {2}^{2} })^{ - 7}  =  {2}^{4x + 2}

 {2}^{ - 4}  \times  {2}^{ - 14}  =  {2}^{4x + 2}

 {2}^{ - 4 - 14}  =  {2}^{4x + 2}

 {2}^{ - 18}  =  {2}^{4x + 2}

therefore

-18= 4x +2

-18-2=4x

-20=4x

x = -20÷4

x= -5
