1)  {8}^{ - 6} \times {8}^{b} = {8}^{4}

 {8}^{b}{-}{6} = {8}^{4}

b = 4+6

\boxed{b \: = \: 10}

2)  (\frac{1}{2} ) {}^{2b} \div ( \frac{1}{2} ) {}^{2} = ( \frac{1}{2}) {}^{4}

b = \frac{6}{2}

\boxed{b \: = \: 3}
