( {3}^{2})^{m} \div  {3}^{ - 2}  =  ({3}^{2})^{4}

 {3}^{2m}  \div  {3}^{ - 2}  =  {3}^{8}

 {3}^{2m  - ( - 2)}  =  {3}^{8}

 {3}^{2m + 2}  =  {3}^{8}

2m + 2 = 8

2m = 8 - 2

2m = 6

m =  \frac{6}{2}

m = 3
