When the wire is bent into an equilateral triangle then resistance of each arm = 18/3 = 6 ohm.

Now,

The resistance between two points of a triangle :

Two arms will be in series and then the equivalent resistance of these two arms will be in parallel tothe resistance of third arm.

So,

Equivalent resistance of two arms = 6 + 6 = 12 ohms

Now this is in parallel with third arm.

So equivalent resistance between two points = 12 x 6/ 12+ 6 ohm

Equivalent resistance between two points =72/18ohms

Equivalent resistance between two points= 4 ohms

ANSWER IS 4 OHMS.
