here is your answer =>

 { \frac{49}{36} }^{ \frac{ - 3}{2} }

This can be written as,

{(7/6) ^2 } ^-3/2

{(x ^m)}^n = x ^ (m*n)

so, the equation will be,

(7/6) ^ ( 2 * -3/2)

=> (7/6) ^ (-3)

=> (6/7)^ (3)

=> (216/343)
