Solution:-

 \rm \to \dfrac{1}{16}   \times  \bigg( \dfrac{1}{2}  \bigg)^{2}  =  \bigg( \dfrac{1}{2}  \bigg)^{3(x - 2)}

 \rm \to \:   \bigg(\dfrac{1}{2}  \bigg) ^{4}  \times  \bigg( \dfrac{1}{2}  \bigg) ^{2}  =  \bigg( \dfrac{1}{2}  \bigg)^{3(x - 3)}

Using exponential law

 \to \rm {a}^{m}  \times  {a}^{n}  =  {a}^{m + n}

We get

 \to \rm \bigg( \dfrac{1}{2}  \bigg)^{4 + 2}  =  \bigg( \dfrac{1}{2}  \bigg)^{ 3(x - 3)}

 \rm \to \: 4 + 2 = 3(x - 3)

 \rm \to \: 6 = 3x - 3

 \rm \to \: 6 + 3 = 3x

 \rm \to3x = 9

 \rm \to \: x =  \dfrac{9}{3}

 \rm \to \: x = 3
