  { \frac{1}{4} }^{ - x}  \div { \frac{3}{2} }^{2}  =  {6}^{ - 2}  \\  { \frac{1}{4} }^{ - x}  =   \frac{1}{ {6}^{2} }  \times  { \frac{3}{2}  }^{2}  \\   \frac{1}{ {4}^{ - x} }  =  \frac{1}{36}   \times  \frac{9}{4}  \\  \frac{1}{ {4}^{ - x} }  =  \frac{1}{16}  \\  \frac{1}{ {4}^{ - x} }  =  \frac{1}{ {4}^{2} } \\

on comparing powers of both side then you will get x=-2
