 \frac{3}{7}  \div  \frac{ - 4}{21}

 \frac{3}{7}  \times  \frac{ - 21}{4}

 \frac{ - 63}{ \:  \:  \: 28}

Cancelling by 7 ;

 \boxed{\frac{ - 9}{ \:  \:  \: 4}}

When we divide two fractions, we take the reciprocal of the second fraction and multiply them.

For eg:

 \frac{1}{2}  \div  \frac{1}{4}

 \frac{1}{2}  \times  \frac{4}{1}

 \frac{4}{2}
