 \frac{49 \times  {2}^{ - 3} \times  {5}^{4}  }{ {8}^{ - 1}  \times {7}^{2} \times 125  }  \\  =  \frac{ {7}^{2} \times  \frac{1}{2 {}^{3} }  \times  {5}^{4}  }{ \frac{1}{ {2}^{3} } \times  {7}^{2} \times  {5}^{3}   } \\  =  {7}^{2 - 2}  \times { \frac{1}{2} }^{3 - 3}  \times  {5}^{4 - 3}  \\  =  {7}^{0} \times  { \frac{1}{2} }^{0} \times  {5}^{1}   \\  = 1 \times 1 \times 5 \\  = 5

Hence 5 is the answer.
