The following are reasons by which non cooperation became a movement:-
- Gandhiji thought the British rule was established in India with the cooperation of Indians and would had not survived if the Indians would have not cooperated with them.
- Gandhiji proposed that the movement should unfold in stages.
- It was decided to to start surrendering the titles that the government had awarded and boycotting the civil services, Army, policies, courts and legislative councils and even schools.
- It was also decided that if the British government used repression the civil disobedience movement will be launched soon.
- Gandhiji and Shaukat Ali had toured extensively to mobilize the movement and make it popular.

The main theme of this movement was not to co-operate with British as the name says . The movement become a mass and successful movement at national level due to following reasons : -
✓1. Every class of people participate in the Non-cooperation movement . Hindus- Muslims came together . The lower classes of people "Sudras" even the "Harijan" class also came out .
✓2. People were frustrated on British because of various incidents . One of the greatest tregady "Jallianwala Bagh Massacre" just took place before launching of Non-cooperation movement .
✓3. Gandhiji played the greatest role to make Non-cooperation movement successful . He introduced the weapon of Non-violence and "satayagraha" against British .
✓4. The rowlatt act of 1919 , the discontent of world war 1 so moved people that every Indian came out and gave their heart and soul to make this movement successful .
