Camphor has the capacity to dissolve in the water easily. Hence surface tension of waterdecreases. So water moves from the region of high surface tension to the region of low surface tension. Due to the movement ofwater, the leaf or paper shipmoves forward based on the Newton's third law of motion.

A camphor particle (about 1 mm cube) ‘dances’ and moves on water surface. This is due to surface tension differential.
Camphor has the capacity to dissolve gradually in water. This decreases the surface tension of water around the camphor particle. So water moves from the region of high surface tension to the region of low surface tension. Due to this movement of water, the camphor particle shows a typical movement.
A plastic toy ship moves fast forward due the to camphor particle fixed in the tail slit (see below). The ship moves forward based on the surface tension differential described above. As a lad I used to enjoy this:
