Helen is the speaker here.
She is saying to hallock
Here Helen is recalling her days from back when she was a mortal and a writer with a magazine. She recalls how difficult it was to get the inspiration to write. She equates the lack of creative inspiration and ideas to purgatory or hell. Lack of ideas or dearth of creative inspiration signifies death or hell for a writer. Thus, after her death and her passage into the world of spirits, or her present state of being, Helen decided that she would do something to solve this problem plaguing all writers suffering everywhere and thus she set up the Writer's Bureau.

Heya friend here's your answer...
(1) The narrator here is the ghost of Helen in the Shady Plot.
(2) She is consoling these words to the author, John Hallock.
(3) Helen, in her human form was a writer. Apparently, she states to have suffered a lot in the past and wishes to help other writers as a ghost in the present.
Hope this helps...
