They say 99.9% because they aren't allowed to say 100%. I'd be very surprised if there is any basis in fact or reality about the 99.9% figure, considering it's the job of the commercial to convince you their product is better than the competition.

There actually is a reason - although on the package it probably is for advertisement and legal reasons. Disinfectants have to be tested for their efficacy to kill microbes. This efficacy is measured in the so called D-value), which measures how much of a substance is needed to kill 90% of microbes. Double this and you kill 99%, triple it and you kill 99.9% and so on.

I don't know how serious this should be taken when talking about cleaning supplies for household use, but I know that in hospitals where things actually have to be sterile, there is a difference between disinfectants labeld with 99.99% and 99.999%
