Gandhi ji launch non cooperation movement because of following reasons :-
1. In that year 1919, an act was passed Rowlatt Act. According to this act anyone can be imprisoned without trial for 2 years. In against of that act gandhi ji launch non cooperation movement.
2. As you remember the Jalianwala Bagh massacre, a number of peoples were killed in that incident. Due to angriness of that incident mahatma gandhi decided to launch non cooperation movement.
3. To unite hindus and muslims also. In that year khilafat movement was also launched and mahatma gandhi wanted to unite Hindus and Muslims to make India free. So he joined khilafat movement along with non cooperation movement.
Mahatma Gandhi decided to launch the non cooperation movement in 1919, because the rule of british was due to the cooperation of the Indians. Gandhiji said that if Indians would not cooperate with the British then the British rule would collapse in a year. So Mahatma Gandhi launched the non cooperation movement.
