Let's take an example,

We have to construct a quadrilateral ABCD.

Now, a quadrilateral has total 10 pieces,

4 sides
2 diagonals
4 angles

So to construct a quadrilateral, we need minimum any 5 pieces of information.

First, your doubt is that how we can know that given side is diagonal or side.

In quadrilateral ABCD;
AB, BC, CD, DA will be the side
(Combination of two adjacent letters will be a side)

AC, BD will be diagonal
(Combination of two alternative letters will be a diagonal)

Now, to construct a quadrilateral we will need:
Pencil
Eraser
Scale
Rounder

Example:-
"AB = 4 cm
BC = 4 cm
CD = 5 cm
DA = 4.5 cm
DB = 6.5 cm
Contrust a quadrilateral ABCD."

Now you take a page and just follow my steps,

1>>> First of all, draw one side(AB = 4 cm) with a given length.

2>>> Now for BC = 4 cm,
Take rounder with scale 4 cm then draw an arc from point B. (Point C will be on the drawn arc)

3>>> For DA = 4.5 cm
Take rounder with scale 4.5 cm then draw an arc from A. (Point D will be on the drawn arc)

4>>> For DB = 6.5 cm
Take rounder with scale 6.5 cm then draw an arc from point B. (Intersection point of the arc of step 3 and step 4 will be the point D)

5>>> For CD = 5 cm
Take rounder with scale 5 cm then draw an arc from point D. (Intersection point of the arc of step 2 and step 5 will be the point C)

Join all points and quadrilateral is constructed.

Answer:

---> it will be mentioned in the question if its a diagonal or a side

eg: ab = 5 cm ac = 7cm in a quadrilateral abcd

then draw the figure and you'll find that ac is a diagonal and ab is a side
