Laws are respected by common people but are often disrespected by people involved in government and are usually not enforced because the govt. at lower level also has some interest in the illegal practices .So,it can be said that" laws are never respected or enforced in indian govt."

It is, indeed, a very sad state of affairs that in India, laws are neitherrespected nor enforced. There is a very well-written Constitution of Indiathat covers all the aspects of the running of a country. ... But generally, Indians believe in breaking the laws or interpreting them according to their convenience.

Most probable Reasons for this are as under:

Lack of a sense of belongingness towards motherland and it's laws.

Most of the law makers (politicians) are unfortunately, having criminal cases against them (for breach of law) but still roaming free, which sends a wrong signal to the society. Common people think if law makers are themselves not bothered about the law , why should they.

Lack of an effective will power by the law enforcement agencies like police etc. Such agencies are more bothered about the comfort level of the VVIPS and their kins rather than having a concern for the common people.

Power abuse by the elite class. The upper class people use their power/influence /money to bend/shape the laws accordingly.

People are more bothered about claiming their rights while ignoring their duties towards the nation.

Due to multiple laws, there is a good deal of overlap between various laws, this creates confusion in the minds of citizens.

Lack of awareness at the grassroots level. Even many educated people don't have the minimum knowledge of the constitution/laws/rules.

Corruption. Unfortunately, our Police is notorious for bending laws for few bucks. The governemnt should raise the salary and other perks for police personnel so that they show little tendency towards bribe.
