No, it isn't. In india, theres no such rules that u can't do Engineering with cs if u have completed your 12th without cs.
But still doing cs in 11&12th gives a better opportunity to know more about cs. N well it will help in ur future too.
My suggestion is, do cs in 11th & 12th. It may be a bit hard but helps a lot in future.
