No one can be better than other just based on the caste. This is a wrong Q to ask basically but yes the cultures can be different which are not so much in case of jats & gujjars. Both suffer from same sick mentality and similar social ills. It would be better to look inside for both of them & if possible try to fight these social evils together. Get rid of this social plague. Proving one superior to the other will make both inferior at the end.

Stand up against honour killings, female foeticides, women oppression. Once you take up the challenge then probably, based on the preformances one can decide the winner!
