Yes !rechargeble battries can slow down their rapid power loss but should be kept in room temperature before use ...

Yes,it is true but in case of some batteries only.

A number of studies have shown that storing batteries in the freezer helps them retain their charge longer. This is less true for alkaline batteries (freezing extends their shelf life by only about 5%) than it is for NiMH and Nicad batteries often used in electronics. Keeping NiMH batteries in the freezer can boost battery life by 90%.

NiMH and NiCd batteries self discharge at a MUCH faster rate than alkaline batteries. In fact, at "room temperature" (about 70 degrees F) NiMH and NiCD batteries will self discharge a few percent PER DAY. Storing them at lower temperatures will slow their self discharge rate dramatically. NiMH batteries stored at freezing will retain over 90% of their charge for full month. Keeping it in freezer slows down the process of self discharge.
