Compound X is Water ( H₂O) It's Neutral Hence PH 7 .

On Electrolytic Decomposition It gives off diHydrogen (H₂) and diOxygen (O₂) molecule

Hydrogen released is double the amount of Oxygen.So, Y will be Hydrogen which burns and Z will be Oxygen which is Reduced during combustion.
