0.6x +  \frac{4}{5}  = 0.28x + 1.16 \\
multiply both sides by 100
60x + 80 = 28x + 116 \\ 60x - 28x = 116 - 80 \\ 32x = 36 \\ x =  \frac{36}{32}  \\ x =  \frac{9}{8}

0.6x + 4/5 = 0.28x + 1.16

0.6 - 0.28 = 4/5 -1.16/1

32x = 4/5 - 116/10 (multiply 1.16/1 by 10)

32x = 4/5

x = 4/5 ÷ 32

x = 8/5
