HEYA HERE IS THE ANS OF YOUR QUN ....

Because ice at 273 k absorbs heat energy or latent heat from the medium to overcome the fusion to become water hence the cooling effect of ice is more than the water at the same temperature beacuse water does not absorbs this extra heat from the medium ....

because at tha temperature ice is changing in water so he takes heat energy but when water change in ice he gives up heat energy ...
