Nobel gas are interactive because the outer most cell are completely filled with electrons and they don't have space to accept electrons from other elements. For this reason, noble gas are interactive. For e. g. Helium, Argon, Neon.

Noble gas are Unreactive because they have Completely fill Valence shell and they have high ionization energy and negligible electronegativities because they have no desire to gain or lose an electron.
