Solution:-

{x}^{2} - 3 {x}^{2} y + 2x {y}^{2} + 8xy + 9

when x=-3

and y=1

 \implies \: ( - 3) {}^{2}  - 3( - 3) {}^{2} (1) + 8( - 3)(1) + 9 \\  \\  \\ \implies \: 9 - 3(9) - 24 + 9 \\  \\  \\  \implies \: 18 - 27 - 24 \\  \\  \\  \implies \: 18 - 51 \\  \\  \\  \implies \:  - 33
