Lord Canning announced on 1 November 1858 that, Britain did not have desire for any further territorial expansion in India. In return, Britain expected no aggression or incursions in territories held by it. The proclamation stated that the British honoured the right, dignity and privileges of Indian princely states. Prosperity and progress can be achieved only by adhering to peace within the country. It was announced at the Darbar that, based on educational qualifications, ability and integrity, people of India, irrespective of their caste, creed or race, will be admitted to employment in British governmental services.

It was clear from this address, delivered on behalf of Queen Victoria, that the British realised that they can progress in India, only by winning over the Indians first.

After Sepoy mutiny of 1858, Lord Canning announced the royal proclamation which announced that the queen of England had assumed the Governance of India.

The proclamation indicated the future path and policy of British Rule in India.

The proclamation was issued by Queen Victoria at Allahabad in 1855. It was read by Lord Canning who was the first Viceroy of India.
