Lord Canning announced on 1 November 1858 that, Britain did not have desire for any further territorial expansion in India. In return, Britain expected no aggression or incursions in territories held by it. The proclamation stated that the British honoured the right, dignity and privileges of Indian princely states. Prosperity and progress can be achieved only by adhering to peace within the country. It was announced at the Darbar that, based on educational qualifications, ability and integrity, people of India, irrespective of their caste, creed or race, will be admitted to employment in British governmental service
