Can the quadrilateral be a parallelogram if so why​

A quadrilateral is a parallelogram if sum of the adjacent angles should be 180 degrees

But from given,

Sum of adjacent angle = 60 + 130 = 190 degrees

But for a quadrilateral to be parallelogram, this condition is not satisfied

Thus, the quadrilateral cannot be a parallelogram
