formulae for perimeter of rectangle is 2(l+b)

so

2[(-6p^3+7p^2q^2+pq)+(7pq-5p^3+9p^2q^2)]

=2[-6p^3-5p^3+7p^2q^2+9p^2q^2+pq+7pq]

=2[16p^2q^2+8pq-11p^3]

=32p^2q^2+16pq-22p^3

the perimeter is this much
