Consider the attached figure while going through the following steps.

Here, we use the property of the electric field lines,

Electric field lines start from a positively charged body and terminate at a negatively charged body.

From given figure, it's clear that a positive charge +q is located, so the electric field lines will move to outside from inside, irrespective of the distance of charge from the centre of a spherical metal shell.
