Ozone absorbs solar UV radiation's, which heats the surrounding air in the stratosphere. Loss of ozone means that less UV rays get absorbed , which leads to cooling of stratosphere. Cooling of stratosphere results in formation of polar stratospheric clouds which requires very cold temperature to form.
