It is because Amritsar is situated in the interior and is away from the moderating influence of sea,whereas,kolkata receives the moderating influence of land and sea breeze.

Explanation:

amritsar has a continental climate and kolkata has a coastal climate. the winds before it reaches amritsar will lose the moisture and the amt of rain will be less. in case of Kolkata it's near the coast so gets rain directly frm the bay of Bengal branch of the south west monsoon winds
