water vapour is formed from the process of evaporation which occurs near a water body like a river or a ocean....so the presence of water bodies varies from place to place... that's why the amount of water vapour varies....

1. temperature
2. rate of evaporation
eg - in polar regions the amount of water vapour is low as there is low temperature and there is less rate of evaporation.
whereas in equatorial regions , the amount of water vapour is high as the temperature is high and the rate of evaporation is also high.
