LilBitch: Hey, the Man2468, I think you're confused between Normal and surface, Normal is Perpendicular to the surface. Also, normal comes into the picture when we are asked angle of incidence here it's with the surface to the correct answer is Glancing angle. Hope you get the doubt clear, also this question appeared in MHT-CET 2018.

The answer is "Glancing Angle" It's from Refraction of Light

Explanation: We might think, the answer is Angle Of Incidence but (AOI) is the AOI is the angle b/w incident ray and normal. Where as on the other side Glancing Angle is the Angle b/w Made by Incident ray with the reflecting surface or interface.

Don't confuse yourself by the definitions make sure you're clear with all terms like, Angle of incidence, refraction,glacing angle, deviation.
