∠P:∠Q:∠R:∠S=1:3:7:9

Let ∠P,∠Q,∠R,∠S be 1x,3x,7x,9x respectively.

∴∠P+∠Q+∠R+∠S=1x+3x+7x+9x

Now by using angle sum property,∠P+∠Q+∠R+∠S=360°

360=1x+3x+7x+9x

360=20x

x=360/20=18°

THUS,

∠P=1x=18°

∠Q=3x=3×18°=54°

∠R=7x=7×18°=126°

∠S=9x=9×18°=162°

When the diagram of the quadrilateral with above angles will be drawn by  a protractor it will be found that THE QUADRILATERAL IS A TRAPEZIUM.
