346.5 = \pi {r}^{2}  \\  \\  \frac{346.5}{\pi}  =  {r}^{2}  \\  \\  \frac{3465}{10}  \div  \frac{22}{7}  =  {r}^{2}  \\  \\  \frac{3465 \times 7}{10 \times 22}  =  {r}^{2}  \\  \\  \frac{315 \times 7}{10 \times 2}  =  {r}^{2}  \\  \\  \frac{63 \times 7}{2 \times 2}  =  {r}^{2}  \\  \\  \frac{441}{4}  =  {r}^{2}  \\  \\  \sqrt{ \frac{441}{4} }  = r \\  \\  \frac{ \sqrt{441} }{ \sqrt{4} }  = r \\  \\  \frac{21}{2}  = r \\  \\ 10.5 = r

If its radius is 10.5 cm or 21/2 cm , we can easily find the circumference . While taking out the circumference i am taking radius as 21/2.
You can take either 10.5 or 21/2 .
