Area of right triangle = 12 m².
One of the legs, height = 4cm = 0.04 m

We know that area of right triangle = 1/2 X height X base
12 = 1/2 X 0.04 X Base
24 = 0.04 X Base
Base = 24/0.04
Base = 600 m.

Area = 12 m²
One side = 4 cm.

If we look at the units, it seems both should be either is meter or centi meter.
Anyway, I'll solve taking both ...

Let 4 cm be 4 m.
Area of right triangle = 1/2 X base X height
= 1/2 X one leg X second leg
12 = 1/2 X 4 X other leg
24 = 4 X other leg
Other side = 6 m.

Now, 
If your Question is correct ...
Let one leg be the same, 4 cm = 0.04 m
then ..
12 = 1/2 X 0.04 X other leg
24 = 0.04 X other side
Other side = 24/0.04
Other side = 600 m.
