Area of a square=a²
60025=a²
a=√60025
a=245 m
Now,
Perimeter of a square=4*a
=4*245
=980 m
Now,
Speed of bicyclist=18 km/hr
=18*1000/1*60
=1800/6
=300 m/m
Now,
Time taken by bicyclist to cover 300 m
=1 min
Time taken by bicyclist to cover 1 m
=1/300 min
Time taken by bicyclist to cover 980 m
=(1/300)*980=980/300=9.8/3=3.27 min

Hope this helps you!
