Area of the given square plot = 4900m²

side \: of \: the \: square \: plot \:  =  \sqrt{area}  =  \sqrt{4900 {m}^{2} }  = 70m

perimeter of the square = 4 × side = (4 × 70)m = 280m

Distance walked by the man = 280m

speed \: of \: walking \:   \\ = 4km/hour \:  = 4 \times \frac{5}{18} m/s \:  =  \frac{10}{9} m/s

time \: taken \:  =  \frac{distance}{speed}  =   \frac{280m}{ \frac{10}{9} } m/s \\  \\  =  \frac{280 \times 9}{10}  = 252s \:  =  \frac{252}{60} minutes \\  \\ 4minutes \: 12 \: seconds

hence the man will take 4 minutes 12 seconds to go around the square plot once.
