let the third side be x
s = (13+13+x )/2
area = √(s(s-a)(s-b)(s-c))
60 = √(26+x)/2)(((26+x)/2)-(13))(((26+x)/2)-(13))(((26+x)/2)-(x))
3600 = 42.25x^2 -x^4/16
57600 = 676 x^2 - x^4
x^2 = -100 or -576
x = ±10i or ±24i

base is ±10i cm or ±24i cm
