Using the formulas

$a = \frac{bh \frac{}{b} }{2}$

$p = 2a + b$

$h \frac{}{b } = \sqrt{a {}^{2} - \frac{b {}^{2} }{4} }$

$solving \: for \: p$

$p = b + \sqrt{b {}^{2} + 16 (\frac{a}{b} ) {}^{2} }$

$= 8 + \sqrt{8 {}^{2} + 16( \frac{12}{8}) {}^{2} } = 18cm$
